Now this is nifty. When I read this, I had a head-smack moment ( of course this makes sense ).
That said, I suspect that they could avoid the Underwear Gnomes problem, because they already had an idea of what they were looking for.

Computerworld - Car buyers looking to purchase new or used vehicles have relied on the Kelley Blue Book to give them an estimate of how much a vehicle is really worth.
