Who buys dedicated GPS units? Really, who?

Inspired by the release of Garmin's latest unit

• Taxis
• Delivery services (including custom units for UPS/Fedex, etc.)
• The occasional person traveling abroad 
• The occasional foreigner coming to the U.S.
• People w/ Nokia phones
• People frustrated w/ the sucky performance of phone GPS (ref. @JimNotGene)
• ????

Anyone else I missed?
